Mr. Bas van Helvoort, M.Sc., has
more than 25 years of professional experience in conservation
management, particularly of tropical forests and wetlands. His
experience covers Indonesia, Cambodia, and Kenya, and includes research,
training, communication, policy advice, program development, program
management and administration, as well as fundraising. On the interface
of natural ecosystems and human society, he has worked with community
groups and national/local government agencies on participatory policy
development and adaptive co-management for sustainable development and
empowerment of local communities. He has initiated, implemented, and
managed programmes and projects for different employers and donor
organizations (international NGOs, bilateral development assistance
agencies, commercial). Furthermore, he handled the associated financial,
legal, administrative, and human resource matters: proposal- and
work-planning and reporting, administration, budgeting and accounting,
procurement and assets management; leading and coaching teams, including
their Terms of Reference and job descriptions, and (sub-) contracting;
training needs assessment and course development, implementation, and
evaluation, including teaching and teaching materials; networking,
lobbying and fund raising. He has organized (international) conferences,
workshops, steering committees, etc.
Dr.
Dennis Cengel,
with a PhD in Wildland Resources Economics from the University
of California at Berkeley, is a natural resources management and
resource economics and environmental and natural resources
policy specialist with more than 25 years of international
development experience. He has managed and provided
environmental, natural resources, agricultural, and
micro-enterprise technical advisory services in support of
planning, developing, and implementing program activities to
host governments and donor organizations in Asia and Africa. He
has assisted in developing programs and policies affecting
project formulation, design, management, and monitoring and
evaluation activities directed to improving the management of
environmental and natural resources and strengthening local
institutions and decentralizing natural resources management.
Dr. Cengel has managed programs to
conserve natural resources and biodiversity by strengthening natural
resource management through community livelihoods initiatives. He has
designed and conducted economic policy analyses in support of USAID
Natural Resources Management projects in Indonesia and the Philippines
and he has developed methodologies, supervised data collection,
performed analyses, and provided recommendations regarding resource
valuation, conservation, and protected areas management. He has also
taught, as well as conducted research, at the university level on
environmental and natural resources management and policy-related
issues.

Team Leader of the USAID Office of Environment and Natural Resources
Management in Tanzania. Responsible for managing activities
to conserve biodiversity by promoting collaborative community
management of natural resources by strengthening local livelihoods
through activities that introduced local communities to sustainable
agricultural initiatives, expanded agro-forestry practices, promoted
the establishment of terrestrial and marine resource conservation
business enterprises, and supported the development of small-scale
producer organizations to increase local incomes. Responsibilities
also included coordinating Mission support for the establishment of
a public-private community watersheds partnership program to install
water sanitation systems in local communities and improve water
quality in selected river basins (January 2005 to March 2007).
Advisor to the Royal Government of Cambodia for the World
Bank Forest Concession Management and Control Pilot Project.
Responsible for ensuring that project resources were used to support
the development of an effective regulatory mechanism consistent with
provisions of the Royal Government of Cambodia’s Sub-Decree on
Forest Concession Management, and forest reform policies reflected
in the Structural Adjustment requirements of the World Bank and
International Monetary Fund. Specific project responsibilities
included: developing annual work plans associated with project
operations, procurement, technical assistance, and budget
requirements; designing staff training and development plans;
supervising and managing technical assistance procured through the
project; establishing and maintaining systems for project monitoring
and reporting, and providing technical assistance and guidance to
several inter-ministerial working groups and task forces established
to address natural resources-related issues and concerns (March 2001
to June 2004).
Environmental, Agricultural, and Micro-enterprise Advisor –
Cambodia, USAID. He provided environmental, agricultural, and
micro-enterprise technical advisory services to USAID to facilitate
planning, developing, and implementing program activities. Primary
responsibilities included designing program activities, establishing
sector performance standards, preparing, reviewing, and
administering program grants and cooperative agreements, supervising
field activities, assessing program operations, and evaluating
program strengths and weaknesses. Other responsibilities included
reviewing forest resources policies and legislation, evaluating
forest management studies, and managing the Mission’s
micro-enterprise portfolio, consisting of more than $3 million to
support micro-enterprise outreach programs (January 1998 to March
2001).
Project Manager – Cambodia, Center for National Policy,
Ministry of Agriculture, Forestry and Fisheries. Planned, organized,
executed, and evaluated project activities for the Center for
National Policy's USAID-funded agriculture and natural resources
policy and planning program in Cambodia. Responsibilities included
developing work plans and supervising and evaluating the performance
of a resident technical staff, developing and administering
efficient program operations, managing financial accounts, and
allocating budget expenditures. Other program components included
undertaking independent analyses of agriculture and natural
resources-related policy and planning issues of critical concern,
and providing technical and logistical support to assessments
performed in collaboration with the project's primary subcontractor
(May 1997 to January 1998).
Resource Management Consultant – Indonesia, Associates in
Rural Development (ARD). Designed and developed the primary
components of an interactive database system commissioned by the
National Planning Board to describe the experiences, accomplishments
and lessons learned from the activities that were implemented during
six years of USAID's Natural Resources Management Project in
Indonesia. Primary responsibilities encompassed identifying and
reviewing available sources of quantitative and qualitative
information, and organizing and linking relevant data into a system
of interactive relationships within an Excel database platform
(April 1997 to May 1997).
Natural Resources Policy Advisor - Indonesia, USAID.
Evaluated natural resources management constraints impacting
Indonesia's sustainable economic development, and conducted and
supported economic analyses and technical assessments of alternative
policies for alleviating the effects of those constraints. He also
provided analytical and managerial support to the National Planning
Board and Ministry of Forestry's Inter-Ministerial Policy Working
Group and Policy Secretariat established to direct the activities of
USAID’s Natural Resources Management Project in Indonesia (April
1994 to April 1997).
Resource Management Consultant - Philippines, Louis Berger
International. Designed and conducted economic policy analyses in
support of USAID's Natural Resources Management Project in the
Philippines. Developed methodologies, supervised data collection,
performed analyses, provided recommendations, and prepared final
reports on: 1) the socioeconomic impacts of alternative logging
policies in the Philippines; and 2) resource management and
policy-related applications of an econometric model of the
structural wood products industry that was developed to complement
project activities (March 1993 to July 1993).
Dr.
Yuli Suharnoto holds a PhD in Environmental Hydraulics Engineering
(EHIME University, Japan, 1994), a M.Sc. in Irrigation Engineering
(Catholic University Leuven, Belgium. 1990) and a B.Sc. in Agricultural
Engineering (Bogor Agricultural University, 1985).
During
his professional career he was involved in more than sixty projects for
government agencies and private companies. Most of these projects dealt
with water resources management, watershed management, irrigation,
hydrology issues, environmental impact assessment, coastal and marine
resources management, and GIS.

over 20 years of post doctoral work, Dr. Abu H. Murshid has
planned, directed and provided specialist input for environmental
assessment and management projects, many relating to urban environmental
improvement (solid waste, sanitation and slum improvement), improvement
of drinking water supplies for various Public Health Department. His
input as a Senior Environmental Specialist has covered environmental
assessment, management and monitoring for agricultural, water resources
and rural development projects. He was the principal author and editor
of the World Bank funded Environmental Impact Assessment Report (EIA)
for Transmigration Projects in Sumatra, Kalimantan and Sulawesi,
Indonesia. He worked as coordinator of the Acid Soil Network in Humid
Tropical Africa. The majority of his assignments are on-the-job
training and technical assistance to the developing countries, carrying
out environmental assessments (IEE, EIA), designing and implementing
environmental protection, management and monitoring programs as well as
seminars and workshops on environmental issues, natural resources
management, biodiversity, land use planning, and watershed management.
